Other Cities use sensible “CITY PERFORMANCE AUDITS” accountable to public discussion where “Waste, Spends Inefficiencies and Cost Savings” are identified and reconciled timely. Our City has no Performance OVERSIGHT Matrices to measure how efficiently departments operate. Without Annual City Performance Audits and Oversight tools, LEVY decisions are made absent “ACTUAL” operational efficiency data to publically inform. And instead use ESTIMATED revenues public deliberation process to justify increasing City taxes ~45%.
1.7% annual growth projection over the next 5 years MUST be paid by development not taxpayers. YOU should NOT SUBSIDIZE for increased housing demand. When a City says it needs an Operating and Capital Levy, it’s because “Development isn’t paying enough for growth it creates; and Cities without OVERSIGHT don’t adjust spending habits, processes, priorities and goals with businesslike precision!”
Groupthink believes taxing more and growing government is the SOLUTION to get its house in order. Unfortunately this plan would cost taxpayers a lot more in 5 years. On 6th and 13 Feb 18, the words Performance and Efficiency Audit didn’t appear in initial Operating Levy drafts prior to measure filing. On 20 Feb 18 council deemed a City Performance Audit important and included it within measure filing. But FAILED to publically inform ACTUAL revenues need.
To FREE up the General Fund requires amendment of City Charter to include: “CITY PERFORMANCE AUDIT where scope is recommended by PERFORMANCE AUDIT STUDY GROUP. Once complete and inefficiencies corrected, will significantly FREE UP the General Fund. Per review of Cities Comprehensive Annual Financial Report June 30, 2017, there’d be no impact in maintaining core city services applying this Principled Best-in-Class Business practice over the next two years.

As a process-policy solver, Marc see's committees, boards, individual and public meetings as connected think tanks, and where team work and community outreach efforts is the responsibility of council. Elected officials must be sure to keep the majority perspective in mind, reflect on past efforts made by previous public outreach efforts and make the best decisions possible for the current times with a generational perspective and sustainable city service model in mind. To be a sustainable and competitive city we all want to live, work and play... we must strive for a balance of communicative outreach and where city resources are distributed to provide competitive city services with universal design in minde to provide choice that entice people of all ages to stay and live out their lives. If senior citizens and families are not provided competitive city services and balanced resource choices, they’ll leave and find them somewhere else. Growth needs to pay for itself. Nobody else has proven over time they are willing to take on these challenging leadership roles, let alone put the time in as mayor and prioritize these actions as City goals to deliver real solutions and results. He has a proven track record. Simply review his family history and leadership training that vetted and Federally commissioned him while serving in the Army guard. On 12 June 18, council unanimously recommended City Performance Audits with Publically Informed Oversight to begin NOW... before asking more of tax payers (ONLY 28 DAYS after the Levy Failed on 15 May 2018 - "huge victory for the people of Tigard."
